I finally managed to remove the ring without breaking or cutting the bolt.

The square thing in the last photo looks like it might be a bolt head. Maybe the unit can separate if that's removed, but it is froze so tight I'm afraid if I put more pressure on it in might break. I'll soak it more and try again we get back from our trip. I wonder if heating it would help.

This is quite the interesting find. It may not be a stand-alone apparatus, but rather, a part of something more extensive.
Here are some observations of things that you can most likely check better by direct view than my viewing of photos can accomplish.

If this was used in the forming / manufacture or use / repair of something, the smooth shaft of the handle with the wooden grip is puzzling. Is there any difference on the surface of that shaft that is hidden in the photo?
If there is no eccentric or slotted or gripping surface on that shaft, it's tough to imagine what purpose it has in the slotted space.

Thanks for your reply. Yes, I feel it has to be part of something. But what?

Interesting observations, it does look like a set screw to a bolt I haven't tried to loosen yet. I'll see if I can loosen that and anything else that looks like a set screw when we return from our trip.
