I made a screen shot of the Ps Neural Filter setup. I may have adjusted brightness and/or contrast after these initial settings, But Style Transfer >> Image Styles >> B&W lady with curly hair image is a start. Note the saturation setting I used to make it true black-and-white.

It's important to play with all the sliders to tweak the subtleties of an effect. I rarely like the initial effect as much as I do after fooling around a bit. Sometimes, I combine effects, too.

For comparison, I'm attaching a JPEG of the color image that I sent to Photoshop (but as a 16-bit TIFF in ProPhotoRGB color space).

Thanks for the info. I haven't taken the time to really explore the new PS upgrade. I think it's time to do so.

It's come a long way from the first version I used, back in the late 1980s!

Personally, I prefer the color version. The gull gets lost in the B+W, whereas it stands out in the color. But that's my opinion, worth all the air it was spoken with! 🤪
