This one took about 15 minutes' noodling in Photoshop's Neural Filters. For kicks, I've attached the "original" and another version below.
The trick with the Neural Filters is to not accept the default settings with any of them... Move all the sliders until you like the results. Also, realize that when merging image styles, you can use your own images, if you don't like the stock files Adobe includes.
I'm careful to call these graphic photo derivations or digital photo interpretations. If they look like art, so be it. There is some taste involved in dialing in the effects, but I'm not wielding a brush, palette knife, pen, crayon, or sponge. (Some people will whine about digital creations.)

Colorful, engaging results. I like the first better than the alternate; I think it's because the special effects of #2 overpower the interest of the original details. Not that I've ever done that
Regarding potential whining, let's continue to avoid that in Digital Artistry section and just enjoy our creativity and fun!
