I was immediately for the iPhone BUT your advise is wise ...
1. $$$ for a 15-year-old
2. surprises for roaming - 2 days in Canada on our way to Alaska = $45 of surprise roaming charges (and I thought we shut it off)
3. you could buy a Lumix - small, zoom, water resistant $180 (sorry for long link)

I've found the Canon PowerShot SX620 HS suitable to my needs for a point-and-shoot camera. I bought a sling strap for wearing the camera conveniently around my neck and hanging at my side.

That said, my Android cellular telephone with its built-in camera suffices for some of my camerawork.

In addition, I own and use a Canon 6DII for DSLR photography, with the Sigma 100mm to 400mm zoom lens mounted on it.

For best results from any camera, I maintain that effective composition will produce worthy photographs more often than not.

Without the the “phone features”, I continued to use my old iPhone as a camera. They work fine that way.

I would look at either a Panasonic LUMIX LX100 or Sony RX100

Don’t know if she has a cell phone and if it’s time to get her one or upgrade.
Check my post about the iPhone 14 pro.
There is an iPhone 14 but not sure how it would compare.

What kind of money you willing to spend. One of the top pocketable point and shoots would be the Sony RX100 series and the RX10 series if size is not an issue. But now days most phones are better than any point and shoot I grew up with.

She might put a camera down and forget / lose it. But she'll never lose her iPhone! I say iPhone and not a new expensive one.

We recently purchased new iPhones.
The main difference is cost - for the extra cost of the "pro" version, you get a telephoto camera in addition to the wide-angle and normal ones.

I have found nearly any of the Sony point and shoot cameras have the best lenses. Much better than what I experienced in both the Nikon and Canon---point and shoot lines. The Sonys are preceded with DSC in their names. Good features all around and some even use AA batteries which she could replace anywhere.-------Good luck ----Some have Zeiss lenses, and some Sony---both better than what the competition used.----------

I implied an old model. Anything in the past 15 years and above 5megapixels would be just fine. I have one, for instance in 5.5mpixel DSC----but don't remember the number which takes excellent pictures with AA batteries and probably sells for "little over nothing?" She could drop it ---loose it and not be out much----yet could take excellent pictures. Then if she want fancier models into the bridge catagory--the DSC 828 is excellent, but more complicated and costs $100. for what was a thousand dollar mirrorless.---------
