Out of curiosity, what is the cost of a gallon of gas minus state and local taxes, in MO vs. CA?

Ca. .0539
Mo. 0.22
Ca also switches between blends summer and winter so that adds to it.

Filled up the gas tank of my vehicle a couple of days ago here locally, in Southern California, with the price of a gallon of regular gas at $6.44.
The Governor of the State of California sees the disparity between such high prices here in contrast to elsewhere. He wants to work with the State Legislature to address this serious distortion of pricing. He sees the obvious price gouging.
Some nations have resolved such outlandish circumstance by nationalizing the production and distribution of oil products, on the theory that oil belongs to the people.
I note in closing that the oil companies justify high fuel prices (AKA price gouging) here in the State of California by saying they have shut down oil refineries for maintenance, thus limiting supply in face of demand. Prices then naturally go up.
The remedy here could include shutting down refineries one at a time instead of in a group. This staging of refinery shutdowns would minimize the effect on gasoline prices at the pump by keeping more supply available.
