Hooligans are a problem at soccer matches, but the people that died in Indonesia weren't hooligans. They were families in the upper decks. The hooligans are generally pretty easy to identify and they always sit down in front. The police new there might be a problem, yet they locked all but one exit and shot tear gas into the upper decks that didn't have hooligans in them.
