Very late reply, but Lighthouses are NOT necessarily on land visible to radar.
Stannard Rock Light in the states is 24 miles from the land.
Bell Rock light is 11 miles out to sea.
Sule Skerry is 35 miles from the mainland & on an island small enough to look like a ship to radar.
Round my way it's more likely to just be unmanned bouys marking sandbanks...
Details of the story vary widely with the version, some variants of the story even predate naval radar.
