My photo club has a designated category for photo entries. This month it was, "Foreground, Middle Ground and Background." This was one of my submitted images. We rate photos as follows:
9 – Photos exhibiting exceptional technical skill and impact
8 – Photos with very high technical skill and impact
7 – Good photos, worthy of award consideration
6 – Average quality photos
5 – Below average photos, needing improvement
4 – Below average photos with serious defects
3 – Photos with multiple serious defects
How would you rate it?

I'd say 7-8 for this one.
Dont know if "unviewable" is the word Im looking for. Im lioking for the visual arts equivalent of "unlistenable". I had to do a one-button edit just to make it viewable.
Not my job to fuss over it, was just trying to see whaz there. Not bad, stull needs work but the work is probably worth it.
I suspect you saw the dramatic potential in your photo and pursued it. But IMNSHO tou pursued it over the edge of a cliff. With a simple one-button edit I think Ive caught you just before you went over.
Its still your highly dramatic image, but is now more readily viewable ... Voila:
In studying the "more easily viewable" version I noticed the visual intensity is low on the left edge region and increases steadily toward the right side, where the green fog is hottest at the far right.
Simplest solution was to crop. So I did. Now I no longer feel my attention being constantly swept over to the right and I am freed to visually "roam" rhroughout the whole frame.
To me #1 is more realisted
I'd give you a 9 on the first one but only a 2 on the second.
I will reveal the score in a bit. But, this was shot during the night at the Niagara Falls where they have lights on the mist. So, the sky was very very dark. And the light was in stark contrast to the sky since it was artificial lighting. Canada is in the background.

Definitely. That region cannot compete.
To all...this image received a 7. The lack of a more defined foreground was the problem. I somewhat disagreed in that the people were the foreground, the lights/mist were the middle and the city-scape was the background.

Notice that my crop definitely establishes the crowd as the foreground such that no one can call them middle ground. IOW it better supports your personal belief about what is located where.
I wasnt trying to change your vision, just felt some need to clarify the presentation of it. Possibly you may be too in love with the FoV of your wide angle lens. OTOH, I do understand your hesitance to serious cropping of m4/3.
