I think the IAO rule comes about through ease of pronunciation. The mouth is formed differently to form those vowels and it is easier to transition from one to another in a certain order.

Let's not forget that language is formed and learned by people, not grammarians. Grammarians try to make rules around what people actually say but standardize it so that people anywhere can understand it, particularly with written language.

A film 'The King of Hearts' is in French with English subtitles. In one scene a woman is waving a finger and saying 'toc-tic' rather than 'tic-toc'. This scene is nothing of note and would have been forgotten by yours truly if my dyslexia didn't kick in! I have heard it as 'toc-tic' all of my life and succumbed to the pressure of being corrected almost constantly by avoiding speaking it. No, it isn't used in typical conversation.

To me, the actual sound of a pendulum clock is "tock- tock".

Well, in the old song, it's "tick, tick, tick, tick" (but when my family sang it it was "tick, tock, tick, tock"). Link to the song: https://en.wikipedia.org/wiki/My_Grandfather%27s_Clock

Your clock need maintenance.

I have a grandfather's clock, and I have to adjust the pendulum speed every time I wind it. That's probably because of variations in temperature and humidity.

When I remember to rewind it, my grandfather clock maintains time within a few seconds a week. Of course, I maintain the temperature in my home at 70°F year round. (I don't have control over the humidity, though.)
