To maximize the effect, start speaking quietly, so they start listening more intently.
I still say the phone companies could put an immediate stop to scam calls, especially the robocalls, but apparently they get money from each and every one of them. Hence they won't want to give up a golden goose. ANother alternative would be for Congress make it illegal to make robocalls, for any reason. Without a computer making numerous calls a minute, maybe every second, the companies could hre a few people to make the calls by hand dialing and help the economy by providing income to some people in need.

When I get a telemarketer I politely ask them to hold on one minute, then put the phone down and walk away. I'm not sure how long they wait for me to come back, but they are paid to sell something and the longer they waste their time waiting the better.

I worked for a collection company for a bank, notifying the customers that they had missed a payment. I had someone blow a whistle into the phone, damaging my hearing for life. I lost 100% of my hearing in my right ear and about 50% of my hearing in my left ear. I am now unable to work because of my hearing loss. I was only doing my job. Now I am on disability SSI because of this person. I feel totally useless due to this and cannot even hear my wife when she talks to me. I can only hope that this person is very happy for what was done to me and understands that she is paying for my loss of hearing. I can only hope that anyone thinking this is a good idea will change their mind and hope they can understand that they could damage someone for life ---and still get the calls!

I've never done that but often felt sorely tempted to do so, lucky there wasn't a whistle around at those times.
I always thought telephone transmission clipped the higher and lower frequencies letting through (if my memory serves me well) something like 0.3khz to 3khz.
I think they told us at the GPO school that there was some sort of law for misuse of the phone so maybe they were aware that damage could be caused in certain circumstances.
