The democrats wanted to add several inappropriate flags to the flagpole. They needed to know the height to know which flags could fit. They stood looking up at the top of the flag. A caretaker passes by wearing a vote republican t-shirt and asks what they're looking at. She's told what's going on and that they have no ladder to be able to go up and measure. She opens her toolbag and removes a wrench. Loosening a couple of bolts she lowers the pole to the ground, takes out her tape measure and measures telling them it is 21 feet. After raising and securing it again she walks on. One of the democrats shakes his head and says "typical republican, we need to know the height and she tells us the length".
