They often do.
I'd bet at least half of the owners of old audio gear think it sounds swell...when it really doesn't.
They don't hear what they are missing.
Caps can degrade...but still function. So can resistors...all of it.
They often do.
If you think photography is a rabbit hole of increasing complexity...it has nothing on audio.

Most of my electronics stuff have almost no wear. Electronics stuff last a lot longer than any mechanical stuff.

All electronics degrade over time...but few test for it.
They still function...but not as well.
Your ear is dropping with the loss of audio quality...because it doesn't happen all at once.
The first recap job is illuminating as to how much degradation occurs on still functioning gear.
