They promote to the highest level of incompetence. Its not like working private sector where I also worked 20 years. In private sector it's like being a salesman you only eat what you kill. Stand for something or fall for anything. Stick to your guns.

I worked for the 2020 Census as a field supervisor. OMG, that was mentally constrictive. I felt like I was being tortured by incompetents.
No one really cared. The few of us who did nearly went insane. The first day was like a whole year of issues of MAD or National Lampoon, or maybe a P.J. O'Rourke novel.
If the population count is anywhere near accurate, I'm shocked. Whole neighborhoods wouldn't speak to us. We would make 170 phone calls just to get one person to answer. They hired people, gave them iPhones and supplies, and they never showed up for training! I spent days tracking people down and getting their Census phones back. Amazing mess.

this comes as no surprise. Someone made the comment that we are watching our civilization collapse in front of our eyes. No law and order means chaos. Chaos means death and suffering. Being an eternal optimist I have always believed it is darkest before it is totally black.
Really though, when the pendulum swings the otherway it will swing hard and fast. A rainbow after every storm.

It begins at the top. In a former life, the civilian agencies in DC were my customers including Census. I had the displeasure of calling on the CIO who made a point of walking past me multiple times keeping me waiting for 45 minutes. He wasn’t busy, it was a power play. When we finally sat down, he spent half an hour telling me of his “vision” for Census which showed me that he knew nothing about IT but was completely politically motivated. I never bothered with him again.

Well, so long as a cabinet-level executive runs the Dept. of Commerce, which runs the Census, there will be at least the potential for political interference.
In 2020, Covid made it possible to throw a wrench in the gears. So they did. The Census was late, due to Covid 19, so it was rushed. It was ended earlier than was needed to finish it the way it should have been finished.
I would not put much faith in the counts. The Republicans got exactly the kinds of skewed numbers they wanted.
I walked with some of my enumerators through minority neighborhoods as they attempted surveys. Residents in several Hispanic, Asian, and African American communities had no interest in any government surveys, much to their detriment. Self-disenfranchisement due to fears is the equivalent of avoiding the very services they need most. Someone got to those people with disinformation before we showed up. They looked at us in horror.
