This is still America. We do not kill people, well one Lt. of the Capitol Police does, for rioting and malicious mischief until those actions endanger the lives of others or will cause great bodily harm.
Yes I realize the line can be very thin at times. Personally I feel that someone setting fire to a store or other building should be shot as that action does give reason to believe death or great bodily injury may follow.
