Why is this happening

I just down loaded Picasa and like it a little better than Photoscape for adjusting RAW files, however I can't seem to save them as a TIFF file which I can do in Photoscape. Does anyone here know if this can be done in Picasa

Is it 2.8 (2 point 8) or 28 mpx? If the former, that may be the likely cause of the slight noise in the shadowed area and slight lack of sharpness. The camera is using 2.8mpx to produce an image size of 3264 x 2170px (7mpx). May also be the quality of lens causing the unsharpness. All my RAW files need a bit of post processing in the areas of saturation, contrast and sharpness. I blame my old in-camera software and poorish quality of my lenses.

I think you just need to increase your white balance to a higher temperature. It'll get rid of the blue and give warmer more natural colours.

When shooting in RAW it is all about the editing. WB can easily be corrected.

Yup its a white balance issue and can be fixed easily in pp.

If you down load the images, take a close look at the skin tone & sky pixels.
I used a Konica Minlota Dimage 2 8mpx camera.

4. AEL center spot
5. Auto focus center
6. color set at Nat. sRGB
7. Anti shake off

9. Focal length 50

The picture shown looked realy good in the view finder but, here's what I did.
1. Used photoscape to open and preview raw image.
2. No pp done so you can see the original.
3. Saved 1 as Tiff, and 1 as jpeg
4. Opened in PS7 and saved to desktop for sending to you

Picture # 1 is the untouched Tiff
Picture# 2 is untouched Jpeg
Picture# 3 is a similar one using full auto mode.

Would the ISO 400 make that much noise?

I can't tell you what the answer is but I can GUARANTEE it lies in the camera settings. Read up about WB in the MANUAL mode.
