This one is only about 'government' but I'll not take the chance we get moved to the attic.
I was taking some mandatory training (government program) and was treated with the only smile of the hour...
Feel free to tell me how any one can have "social meanings attached to their skin color" if that assumption/ condition was not based on the skin color.
Since it HAS TO BE based on skin color, this definition of color discrimination is, itself, an actionable form of color discrimination.
