Compositionally, Number One works the best here for a worthy photograph. The illumination of the Moon and the memorial dome match each other as a matter of visual weight. The layering in the rising Moon ties to the layering in the building. The eye goes back and forth between the these two dominant elements, staying in the frame by this mutual connection.
Abstractly, we can say the natural and the artificial contrast perceptually, while going together even so.
One suggestion: try lifting the mid-tones and the darks a little to bring out more foreground information for visual balance.
