5 is just worded poorly. I'm sure that many police departments are fine. Some need some new rules, and others which have a culture that simply can't be fixed, such as st Louis, need closed and replaced. There need to be rules as to what contracts with police unions can contain.

The entire BLM movement is based on a false premise. Black lives don't matter any more or any less than any other "Color" life. ALL lives matter. The entire BLM movement started as a result of a flat out falsehood. Hands Up Don't shoot Never happened. The criminal was properly shot by the police, he NEVER said " Hands up don't shoot" Only the black racist (yes blacks can be rascists), after the shooting, said hand up dont shoot
