No. It's an ancient, obsolete version of Adobe Camera Raw, which is now evolved to version 13.2.x!
What's fixation with ACR 4?
Can't seem to find how to set the compression level in Adobe camera RAW, found in detail in Lightroom...Julian
Put us out of our misery and show OP to the attic.

In ACR 4.0 it's the slider just below the one for adjusting the height of the tide in seascapes. Not easy to find.
You've always shot JPEG and you want to see the advantages of RAW and not wanting to pay for the newest Adobe software then your best bet would be using Nikon NX Studio. It's free and and when you open the RAW file it looks exactly like the JPEG but you can play with all the possible settings and see what you get.

What if our OP shoots Sony or Canon or any of multiple options that are not Nikon?

But I just knew that he shot Nikon D4.
I'm using a lower version to stay compatible with an older camera, a Sony DSC-HX400v!

Camera raw has always been backwards compatible. Most raw converters are. But this camera does not shoot raw anyway. And while it was originally released in 2014, it is still current on the Sony website.
If you want to explore raw, you should get a camera that shoots raw and install raw conversion software that supports it. FWIW, Camera Raw 4.0 was released in 2007, and it probably would not support a camera that shot raw made in 2014, or even 2009.
So what are you talking about?
