Most still cameras record line by line, called a rolling shutter.
That happens when the object being recorded is faster than the write speed.

you can simulate the effect with a scanner.

Electronic shutter , mechanical shutter? Sticky shutter cutting off a mili second of exposure. Digital & computers & photography, = never garunteed. hah, go figure.

Rolling shutter effect. You see it in a train at 200 mph too.
