For some reason, when trying to post an image-the browse button is missing...?

With Chrome browser, my choice is "choose file," not "browse."

THAT is interesting! Firefox displays "Browse".
Different code for different browsers.
(A browser will not change text characters in a display, but different code can call different graphics and use different text.)
I don't use Chrome or Edge for normal browsing, but only to verify that changes I make to my website work in those browsers.
Maybe I'll check to see what Edge displays, just for kicks & giggles.
ADDENDUM: Edge displays "Choose File" also.

Safari 14.0.1 shows "Choose File" but clicking the button does nothing. It used to work prior to the last update.

That's what is happening on my end as well. I restarted the computer and logged off and back on and still, the "choose file" button is non-responsive.....

The browse button is missing and the choose file is unresponsive.

For your browser, choose file is displayed instead of browse.
Sorry, I thought the button was missing, not different.

A few people mentioned that running all latest updates (after that update) fixed the problem for them.

Apparently the "bug" only affects people still running Mohave 10.14.6, as I am. Also, there is a newer version of Safari 14.0.2 that does not fix the bug.
Reportedly the solution is to upgrade the Os, which would mean Big Sur, or use a different browser such as Chrome.

I use Safari on my iPad, and my choice, also, is "choose file".

That's odd. Works fine on my iPad using Safari. However, I don't know what update I'm on. I don't always update OS.
