This is one of my preserved Leaf Footed Bugs. As you can see from its proboscis that it is a member of the True Bug family with its piercing and sucking mouth. They suck the juices from the veins of the plants leaves (including those of weeds) and they are not considered to be destructive pests so they are neither friend nor foe to one's garden and they don't congregate in numbers large enough to be a commercial agriculture pest and any damage done is mostly cosmetic.
