The photo is basically the foreground and not the power plant, so I think you have to decide what the subject of the image is.

Maybe a crop to PAN would do. I didn't get rid of the brush on the lower left corner 'cause I liked the detail of the river

I think its just too dark. The histogram shows little information in the lightest zone.

Shot from a lower angle would reduce the separation of the foreground and the power station. Right now the vertical separation does not help to bring the PS to the viewer...
