I was going to make a purchase with B&H, so I tried to apply for the PayBoo card. I was told I had to make a video with a smart phone or tablet to get the card. I don't have either. I have a laptop with a webcam, but they won't take that. I've been applying for credit cards all my life and I never had to make a video. B&H says that's the bank's policy.

Call B&H and speak with someone.

As I said, I talked to B&H and they said it's the bank's policy and talk to them. I called the bank back and they said I can't get the card without the video.
More information is missing. Are you a credit risk? ( Low score?)

No, my credit is just fine. I've always paid my balance on time, my entire life.

The Tax-Free B&H Credit Card Is Proof You Should Always Read the Fine Printexcerpt from the article:
The tax-equivalent loyalty reward offer is not valid in Alabama, District of Columbia, Idaho, Indiana, Iowa, Nebraska, North Dakota, Vermont, West Virginia, and Wyoming. If shipping to these jurisdictions, enter your shipping zip code here to check for available Payboo Card savings.
The tax-equivalent loyalty reward offer is not available on orders shipped to any jurisdiction that does not require B&H to collect and remit state and/or local sales or use tax (Alaska, Arizona, Arkansas, Delaware, Florida, Georgia, Kansas, Louisiana, Massachusetts, Montana, Missouri, New Hampshire, New Mexico, Ohio, Oregon, Pennsylvania, Puerto Rico, Rhode Island, Tennessee, Texas, and Virginia, as of May 1, 2019).

None of that applies to me. I'm in California and I never pay interest. I would only use the card to buy at B&H.

That has nothing to do with your credit score.

I just checked, and the actual score is 779.

I applied for and received a PayBoo card last year. As I recall, the application was filling out a form online. I do not recall being asked for a video. The application was accepted fairly quickly, I don't recall exactly but it could have been the next day. Have made two purchases on the card since then.
The card is a bank card and is not issued by B&H. The bank has the say in what's required to get the card. It could well have changed since I got mine.

About a year ago I was placing an order at B&H when I saw the offer for Pay Boo. I applies online filling out a lengthy bunch of forms. To my surprise I was told I was not accepted and had to call the bank.
I have a credit score of over 800, Pay my bills on time and owe nothing to anyone. I get offers in the US mail and emails all the time saying I am preapproved for a new credit card. Could not understand being turned down.
I immediately contacted B&H customer service and canceled a Two Thousand ($2000) order, after being told it is the banks policy.
I investigated this Pay Boo; It is a valid bank card with high interests of, so if you miss a payment you will pay. They over no incentives points or cash back that most Credit cards usually do.
It is a Store Credit card you can only use at B&H. I would think B&H would have some control over policy for a Store card.
B&H Lost a Sale and a potential customer. I made my purchase from another provider

I presume myself. I never got that far since I can't make the video without the smart phone or tablet.
