This is quite normal. If you are being paid to shoot wedding, promotional or event photos in a park, you need to have a permit, since you are exploiting parkland for commercial purposes.

I haven't seen the sign but, The Nat Park near me require permits for commercial shoots. I asked if I could do a sunrise pano from outside the lighthouse (up top on the oustide deck where they don't open on the normal visit). Yes with a permit. Relatively cheap at $50 back a couple of years ago. For personal landscape & nature they shouldn't bother you.

Imagine a huge film crew setting up for an hours-long session. The permitting process helps to control such impacts and provides revenue for cash-strapped parks. The same is true for the city-owned Chautauqua Park in Boulder.
