I haven't seen the sign but, The Nat Park near me require permits for commercial shoots. I asked if I could do a sunrise pano from outside the lighthouse (up top on the oustide deck where they don't open on the normal visit). Yes with a permit. Relatively cheap at $50 back a couple of years ago. For personal landscape & nature they shouldn't bother you.
