Free software like Lighroom

I don't use Lightroom so I cannot be sure it's a direct equivalent but I use PSP for about 85% of my post processing, add in DPP and I can get everything done.

GIMP is more like Photoshop. I’ve never used it, so I can’t comment on it’s ease of use, but I believe the Lightroom equivalent is called Darktable.

Darktable is an open source photography workflow application and raw developer. Is it like Lightroom? Not really, just as Lightroom isn't like darktable. But they both perform similar functions that you are asking for.

There is no complete substitute for Lightroom, especially for the price you are looking to pay. Most cameras come with bundled software that costs nothing to use.

I just can't get my head around people who spend $100s to $1000s on camera gear and computers and don't want to pay for software . . . SMH . . .

Because some use Linux and prefer software native to the OS. It's all about that beautiful thing called personal choice.

I see you have a Canon 5d and a Nikon d850. I know Canon has the free Digital Photo Professional that works in a similar way to Lightroom, allowing you to rate and flag your images and adjust the image with sliders. I'm sure Nikon has something similar. For about $100 you can get Photoshop Elements which is pretty good. But you might rethink Lightroom/photoshop, at $10 per month it is pretty amazing.

Any choice of OS will come with some limitations. You pays your money and you takes your choice.

As far as the question from the OP is concerned, there is no free program I'm aware of that is comparable to LR/PS. GIMP appears to be a moderately capable program that could stand in for PS, and there are lots of programs that will do the basic editing functions of LR, but nothing free that will cover the LR organization capability. I started with GIMP back when PS cost a few hundred dollars but swiitched to PS because it had more capabilities. I'm sure GIMP has advanced from that point a decade or more ago so I can't really evaluate how similar they are now

Windows Explorer will allow you to work with keywords (tags) but IMHO the process is not as easy as using LR. Not being a Mac user I can't speak for the ability of the Mac to deal with keywords but I would not be surprised if it could be done. However, the organizing features of LR are not limited to the use of keywords and there are other valuable features like collections that are found in a database organizing structure.

OP was asking opinions on free raw workflow and asset management programs. I just simply provided an option that I found works for me and was very careful as to not compare, because honestly I've never used Lightroom, so it would be an unfair comparison for me to make.
