Photoshop 2021 Workaround

If you received an error message and the program hung when you first tried to open a photo chances are your graphics adapter is not compatible with Ps. So disable the video adapter. This will do it. These instructions are for Windows 10. I know the dialog standards for Apple differ but should be similar.

Launch Photoshop and before trying anything else Navigate to Preferences.

Either Edit>Preferences>Performance... or
Ctrl + K (Command + K for Apple?) and select Performance.

At the right uncheck "Use Graphics Processor" and hit OK above it.
And you are good to go. I closed Ps and reopened it again to be sure.

When Adobe first announced they were using the GPUs in the video processor to enhance performance I said to myself (I find I am the only one who listens to me.), "That's a great idea. There is a lot of power there. But they will not pull it off because of too many differences in the cards and using interfaces not designed or tested for that purpose." My graphics processor is an AMD Radeon HD7570 in a 9 year old HP PC. It seems to pass Adobe's test but doesn't actually work. I uncheck those boxes whenever I suspect Adobe kindly checks them for me. I am getting due for a new computer and it's on my list is to select a graphics adapter known to work. Btw I didn't contact Adobe I just turned off the graphics processor and got on with life. I don't know if this problem exists only with Radeon HD**** processors or others as well.

I'm with you, but I turn the processor to auto instead of off. That way if it is compatible it uses it. Also somewhere on Adobe's vast site is a list of compatible processors. One could check if theirs is a match.
