I've never seen a wasp like creature with such a long stinger...or what appears to be a stinger. Anyone know what it is?

Giant Ichneumon wasp maybe?

Here is something similar that I got pictures of either laying eggs or preparing a place to lay eggs.
quixdraw got it. The giant ichneumons are parasitic. They use their long ovipositor to drill deep into wood and lay an egg on a wasp larva that burrows into dead wood. They cannot actually sting, since that weapon is the same thing as an ovipositor (!), and this is here used only for laying eggs. But some ichneumons have a sharp spine on their abdomen that they use as a weak stinger for protection.
