does anybody know of a tutorial to make something like this?

If a file is bigger than 22MB, UHH won't accept it. And it needs to be one of the prescribed formats, which I think is jpg, tif, png.

If it's some other format and less than the maximum size allowed you can upload it and it will just show as a (download) link.

Otherwise, try Dropbox.

Your screen print shows Photoshop Elements 2020 at the top. There's a guided edit in that software:

Depending on what look you are going for, this could be one of the techniques to try. https://helpx.adobe.com/photoshop-elements/using/clipping-masks.html

Possibly useful video https://www.teachucomp.com/create-a-clipping-group-in-photoshop-elements/

You make 2 layers and apply a clipping mask to the top layer, so the layer on top shines through only in the places where the bottom layer has some content.

Please disregard, How do I delete that picture or word document? It was a mistake...
