I located this scene between Austin and Pflugerville, Texas. After some research, a friend identified it as a Swinging Ringing Tree. It is usually constructed of metal pipes of varying lengths and the emanating sounds are the result of pipe lengths and wind velocity. This one appears to be constructed with PVC pipe. I am still researching its origin at the current location.

Not necessarily. If the wind is strong enough it could be swinging too. . . .
