Photoshop timeline organizing question

Trying to make a video/slideshow with a large number of images. What is the best way to sort and compose these images? Importing as a stack creates a huge number of lines with small thumbnails. Is there a storyboard type mode to sort and construct the order of the clips?

Granted, I have not made many slideshows, but for the ones I have done, they have been one "subject" per show, e.g. Granddaughter's wedding, Mom's 80th birthday, Harbour tour in Rotterdam, etc.
Within each set, I have kept the photos in chronological order.
For sets that were shared with others (for example a set of the wedding pictures went to the bride, another set to her parents and another set to her in-laws), where I thought it necessary I put captions along the bottom edge of the photos.
For some of the "funny" kind of photos, I've also used speech bubbles as long as I could do that without covering up important parts of the photo.
So far no complaints from any of the recipients.

I use Microsoft Powerpoint to my slide shows. I first put all the photos I want in the slideshow into a folder on the computer. I then open Powerpoint and the first thing I do is go to File, then Advanced, and under image size and quality, I check do not compress images in file. Having said that, If you have a huge bunch of images, the total file size for your presentation might be too large. But checking that keeps the same quality of image that you have in the slideshow. Then I go to Insert, then photo album, and find your previously saved folder and download it by selecting all the photos in that album. You will see them all in the little box when you are finished. You then have to select them all in the little box and then hit create. After they all download into Powerpoint. I go to View and select slide sorter. All the pictures will appear on a sort box and you can move them around into any order you want. Hope this works for you.
