Resampling

PhotoShop and PhotoShop Elements both resize images with constraints off by resampling. I saw a video by Matt K using PhotoShop where he resampled an image quite well using a specific resampling algorithm called something 2. It doesn't seem to be in PSE (other older resampling algorithms are there but not the new one) not do topaz gigapixel ai or On1 resize even do resampling. Are there any other choices?

Why are you resampling? To make a bigger image file or some other reason? Have you tested the original file at a lower pixel per inch resolution for printing vs having software 'invent' pixels to increase the pixel resolution?

Certainly, do not resample and overwrite the original (or otherwise discard the original).

This discussion provides some thought on resizing downward on file size and pixel resolution, with the recommendation to never resample when concerned about creating a smaller image:

Recommended resizing parameters for digital images

I want to be able take an image that has an aspect of 2x3 (digital) to make any size print WITHOUT cropping. PS does that by resampling. I'm asking if any other products as well.

Your last post referenced an EOS 4Ti that features an 5184 × 3456 = 18MP sensor. So any size from 17in x 11in down to 3in x 2in will print at 300 pixels per inch (300 ppi), the gold standard of printing pixel-based digital images. The printer is capable of dealing with the 18 megapixels such that even the small 3x2inch print output does not first have to to be resampled down to a file of say say 900x600 pixels for the 300 ppi. The software that drives the printer can handle that, just like digital monitors can display the 18MP image on screens much smaller than 5184 × 3456 pixels.

I don't think 'resampling' provides a magic change to the 3x2 image shape creating a 5x4 image with all the same content and no cropping. The image content will be distorted if such a scenario was possible. What you describe isn't discussed in the Adobe documentation. Do you have a link to "Matt K" that shows this process?

The process Matt K described is for upscaling the number of pixels within the same aspect ratio. It is called Preserve Details 2.0. It was added to Photoshop CC 2019 and has not yet made it into Photoshop Elements. I use it when I need to up-res a low-resolution scan, or an image from an older digital camera to create a print. Prior to it being implemented in Photoshop CC I used On 1 Perfect Resize. If you use it to change aspect ratio, you will see a stretching of the image, as it will perform a free transform. To change aspect ratio either crop or increase the canvas size and use content aware fill to increase the size of the background. The attached image files show what happens when you take a roughly 1:1 image to 4x5.

The 4x5 has been vertically elongated. Look at their faces.

My point exactly. Free transform will stretch the image to fit the frame. To change aspect ratio either crop in or enlarge the canvas and use the clone stamp or content aware fill the background.
