Sigma OS question

I just purchased the Sigma 17-70 with OS. I have never had a lens with OS /IS. My question is : With the OS turned off, and the AF turned off and the camera turned ON - as if you were going to take a picture in manual focus - as I move the camera I hear a jiggling in the lens ( ostensibly, the OS elements ? ). Is this normal ?? Seems counter-intuitive. Thanks, .....Larry

I have two lenses with vibration reduction, one is a Nikon and the other is a Sigma. Neither make any noise whether the VR/OS is on or off.
