I know at least several other states do. I believe NH is one of them. The whole idea of feeding deer has taken on a negative connotation from conservationists and state conservation departments. It's trending downward.
I'm not offering an opinion one way or the other. I live in a suburb. It's not an issue for us. We have our own problems. >Alan

They know. You can buy deer corn at Dick's and Cabela's. In Virginia, baiting is illegal and it is also illegal to feed deer during any deer season. PWC deer season is September through April, leaving only May through August when you can feed them. It is not illegal to sell it. It is illegal to use it in Virginia.

It is also illegal to use natural fluids from cervids (deer, elk) in Virginia for CWD. The synthetic fluids are legal. I do not know about Pennsylvania. But Virginia's CWD positive deer have come from the northwest corner.

Purchase is legal:

Buying wildlife food – everything from bird seed to sacks of corn to salt or mineral blocks – is completely legal. It’s the use of that food that determines whether it is illegal baiting or legal wildlife feeding.

Using my 300mm f/4 or 600mm f/4 from inside my home is legal. If I decide to use my .308 instead, I must leave my home, walk pass the feeder and enter the woods.

Things that attract deer:
A fence around a garden,
A fence around your property,
Bread scraps you leave out to attract birds,
Anything else you put out to attract birds,
A busy road,
Those little whistles you put on your front bumper to scare deer when you are driving on a busy country road (the deer stand around in the woods and say, "Hey! What IS that noise? Let's go down to the road to find out!").

Once the deer discover the feeder, you'll have frequent visitors... especially in seasons when other food is in short supply.

Something you might consider is buying or building a blind set up nearer to the feeder. Get it in place now so that the deer become accustomed to it. Then watch the deer... they will likely come to the feeder in early evening or early morning. Once you know their "schedule", you can get into the blind in advance and be waiting to get closer shots of them.

Frankly, I've had my best luck shooting in a park where deer are acclimated to people being around. They tend to be fearless and let me get pretty close.... except for the does with fawns who tend to be more wary and protective.

Another tactic: Plant a garden nearer your house.... Gardnes almost always attract unwanted deer! Vegetable or ornamental. Doesn't matter. There are some plants that deer don't like and can be used to discourage them. So long as you avoid those, the deer will visit often to raid your garden. You'll probably get other critters, too. Our squirrels are very sloppy eaters - a lot of their food ends up on the ground, where any animal can reach it; in the past week, several animals have ended their Winter hibernation, and we have seen Deer, a Rabbit, and a Ground Hog {which ended its feast sunning itself on our deck a few minutes ago} in addition to various birds helping themselves to it.

deer feeders in Florida are illegal unless on private property and have to be functioning 6 months before hunting season . and no buck deer is going to come to a feeder out in the clear like that unless at night ..they are not stupid. To get a image of a buck deer go into the woods and look for his sign posts they will be small trees striped of bark you will see a series of them in a line about 25 yards apart these are called rubs . next look for overhanging low branches with bare sand patches under them with scrape marks with deer prints this is called a scrape .. set up near these and you will be successful ....this will only work in the rut...

It's been three days and I yet to see a deer. Today I did see a black cat sitting on to corn that I scattered on the ground in front of the feeder. To be fair, I normally do not see deer every day. There is now a lot of lush new green growth everywhere.
