I am using LR 6.0. If I change to the new CC monthly payment for LR and PS, will it integrate with my current system when I download? I rarely use PS but use LR extensively. I use my own external HD as storage and file LR edits in the HD folder with a separate LR subfolder.
Your question is too high-level to give a simple yes / no response.
You don't make a monthly payment, rather an single annual payment that most express as a monthly average.
You download and install LR Classic and Photoshop, and possibly LR CC to a mobile device.
Once installed, the new LR Classic should detect your existing LR6 catalog and prompt to import all that existing data into the new LRCAT of the new LR Classic software. This is a total non destructive migration of data from one LRCAT file to the new LRCAT file. Your old software and LRCAT file remains unchanged. Your existing images remain unchanged in their current locations on the existing media / hard-drives.
Third-party software will need to be tested for integration to the new LR / PS, possibly re-installed to enable the seamless integration.
You can order Lightroom by itself and get 1 terabyte cloud storage for $120 annually prepaid for the year, or to me a better deal is to get the creative cloud plan which includes photoshop but only a little cloud storage for $120 A year (1 year commitment) but paid month to month.

I didn't notice it was the app only. I certainly agree that the plan with lightroom classic and Photoshop is far better, and you can still pay month to month.
Let me start off by thanking you for all the info. I took the plunge yesterday and finally upgraded to the subscription model from LR4. The migration went smoothly with all seeming like it's in order. My question is: Should I leave LR4 on my computer or attempt deleting it? It doesn't seem to be causing any problem.
On a side note I also purchased Topaz Sharpen AI. It was on sale and and there was an additional 20% off for viewing their webinar last week. For $48 I thought it was worth picking up. I need to use it more but I still have reservations to it's worth when viewing at normal size. At 100% zoom you can see an improvement but it seems like sharpening in LR is adequate.

I'd leave the old one there for now. Photoshop also has many sharpening options. I like smart sharpen but everybody has their favorites. It is already reversible in lightroom and there are ways to make it reversible in photoshop even after saving.

I find where Topaz Sharpen AI really shines is in dealing with blur caused by motion.

There's nothing 'wrong' about leaving the v4 software, but make sure your clearly rename the launch icons to the old software you you never blindly get yourself confused.
Thanks for all the information. The online upgrade is probably the answer. Includes newer lens compensations as well.
