If you see him outside don't approach...he looks to be rabid and will die before long.

That was my thought, also. This poor fox has a serious advanced case of mange. Another thought would be to contact local animal control to see if they could intervene to help this animal.

This fox has mange, not rabies.

You might be right but in my experience with them any fox who looks that bad and doesn't pay attention to the activity around him by humans is rabid. I've driven my truck right up alongside of them on Fort Bragg and they exhibit the same aura as that one. The mange is an offshoot of their extremely bad health.
