The Great Black Wasp is one of the most common wasps in America. It's taxonomic name is (Sphex pennsylvanicus).
I am reasonably sure that the attached two photos are examples of this wasp. The first picture was taken in early July and the second was taken this week.
These wasps come together for mating throughout the summer. Their actual mating is very brief but they remain together in this position for an hour or more, coupling often and riding in this position the whole while. The two remain mounted and actually fly to various plants to eat the pollen and nectar. They utilize the wings of both male and female partners when flying.
The smaller male is in the uppermost position in both shots.
