You are looking at the first-ever confirmed Western Tanager to visit Delaware. This female likely comes from the Rocky Mts. and/or west coastal states up to and including British Columbia.
The fact that it has been hanging around, for about a week, at the handicapped-accessible Visitors Center location is a plus. Seems to love the Vibrunum berries and crickets in the grass.
Bombay Hook National Wildlife Refuge is located along coastal Delaware Bay between Smyrna and Dover.

Wonderful shot. Please tell how you achieved it, it is so sharp with nice bokeh. Did you use the bird's eye as a focus point? What lens, aperture, etc.

My "go to" set up for birding is a Canon 400 L 5.6 lens with a Canon 7D mk 2 body. That works for difficult terrain, long walks, or out the window bird pix. Always in manual mode with back button focusing.
In this photo the bird was more interested in feeding and worked an area with a 25 yard radius. With my vehicle only 40 yards away, I switched up to my Canon 5D mk 4 body on a Canon 500 (II) L f/4 lens with a 1.4 extender (effective 700mm at f 5.6)
Again, back button focusing at 1/250 sec., ISO 640, with auto white balance. With the tanager within 40 feet at times, it was a can't miss situation. With over 30 minutes to get the perfect shot in manual mode, I had the 500mm lens locked down on a tripod. Others around me were shooting with all kinds of handheld equipment and went home with some phenomenal images. Just a great day with good lighting.
