Black Phoebe (Sayornis nigrescens)

Black Phoebes are acrobatic little fly-catchers, breeding in the western United States and south as far as Central and South America. They are common throughout the Colorado River watershed and occasionally found to the north in southern Nevada, Southwestern Utah and east into Arizona and central New Mexico. Unlike Eastern and Say's Phoebes, Black Phoebes are usually seen throughout the year. However, residence requires at least a small amount of open water nearby as they rely on insect-friendly habitats for food and a ready source of mud to build their nests.
See one or more almost every day at my home in Imperial Beach, CA. (Most Southwesterly city in the continental U.S.A.) They build a mud nest like a swallow, like the eves of my shed.

I've seen them in Corona, CA. The Santa Ana River is about 4 miles from where I live.

My post was clearly unclear. Black Phoebes aren't limited just to the Colorado drainage. They are found along the west coast as far north as Oregon and, obviously, Washington.
