Apparently, Zelensky was scheduled to appear for an interview on CNN on Sept 13. But the hold on the Ukrainian aid package was leaked to Congress on Sept 11 and Trump was forced to release the aid. The interview was canceled, and Zelensky did not make the announcement that the Ukraine would begin investigations into the Bidens.
