Mozaicing in Adobe PS CC

When I open a jpeg image in Adobe PS CC and display it at 100% I get weird mosaic effects (pic1). If however I open the same image as a smart object and them rasterize all layers I can successfully view at 100% and process to my hearts content (pic2)? The first two pics are screen grabs, Pic3 is the original jpeg. Not sure if this is a driver issue or what. Has anybody encountered this or have any suggestions?
