Unable to open LR without restart

Wondering if anyone else has experienced this problem. Following the latest LR/PS updates I'm unable to open LR without restarting the computer. The message I get is that the LR catalog is in use and do I want to access a different catalog. I have quit LR after using it, so I know it's not running. Again, this just started after the latest updates.

With LR closed, check your Lightroom folder (the one with your LRCAT catalog file) and check for file = Lightroom Catalog.lrcat.lock.
This file exists while LR is running and should be deleted by LR when the software successfully closes. If you have the software closed but the file remains, try deleting it manually.
