Thanks for the comments. I don't know why people like to leave locks on bridges. They do it all over the world. Paris is famous for their bridges of locks.

OK, I assume you are coming from Md. When you are on Rte. 340S. after crossing the 1st bridge before getting to Harpers Ferry, there is a gas station, convenience store on the left. Across from the gas station there is a place where buses that bring tubers park. There is a path there that tubers use to get down to the river. When you get all the way down, instead of turning right to the river, walk to the left to see the waterfall.
