Chernobyl is in Ukraine. My younger son and daughter in law spent 2 years in the Peace Corp in Ukraine and visited it. Highly unlikely there would be any radiation problem!

I assume you are joking about the lens being radioactive? Chernobyl is not in Ukraine and is about 250 - 300 miles away. I don't know how much fall out they got in Ukraine but it wouldn't be nearly as much as the radiation at the site.
Chernobyl is most certainly in Ukraine - about 135 km north of Kiev (where I currently live).
Though I do assume this was a joke.
Not sure about the risk associated with the lens itself, in terms of receiving the item you ordered, but can say that I've been unable to get items shipped here from Amazon, and it's very difficult to get things like XQD cards here.
Paypal is banned here, so payments are typically done with direct wire transfer - which doesn't offer much recourse for unfulfilled orders.
If the seller has been selling items on eBay for a long time and has a good customer satisfaction record, why not. Just make sure you know exactly what you are buying.
A little off the subject, but the Science Channel has a whole show on how the Chernobyl reactor building has been encapsulated with a huge stainless steel dome with robotic tools that will deconstruct the building over a 100 year period.

If Chernobyl is not in Ukraine, then where is it?! I'm pretty sure it just north of Kiev in northern Ukraine, just south of the Ukraine border with Belarus.
As far as radiation; I live in southeast Pennsylvania and spend a lot of time in southcentral Pennsylvania, not too far from Three Mile Island and Peach Bottom nuclear power plants. My home isn't far at all from the Limerick Nuclear Power Plant. My point is, there have been radiation leaks at Three Mile Island, a major leak, and Peach Bottom, a minor leak, and I've never seen anything glowing in the dark.
Do you eat Hershey's Chocolate? Do you know exactly how close Hershey is to Three Mile Island and that Hershey is the main purchaser of products from the local dairy farmers?!
Yes it was a joke but the damage inflicted upon the environment of Chernyobal and the latest nuclear blast up that way by the Russian are played way down a hundred times so maybe it wasn’t a joke?

Radiation is a 'funny' thing. Fifty+ years ago I went to Oak Ridge TN with my parents; we ran a dime through a machine that irradiated it, but the half life of silver is so short that the dime was 'safe' by the time it came out of the machine a minute later encased in a display trinket. Enough Western scientists have studied the Ukraine that I am convinced the areas outside the boundary - and camera gear there - are safe for humans,
Nuclear insanity in the Ukraine aside I believe the big lens sold. Maybe it was sold to someone in the Ukraine or maybe someone here , we may never know. All I know was that it might have sold for roughly half what a new one would go for and I wasn’t willing to take the chance on it, radiation or not.

I see a long canon lens for sale on eBay from the Ukraine. Maybe I’m just being foolish but should I ask if it glows from shooting in Chernobyl?? This seems like taking a big chance to bid on a lens in the Ukraine but maybe I’m wrong ? What do you guys think??
Absolutely not an issue. Even if it were from Pripyat, a lens does not absorb radiation. I have carried many cameras and lenses to Fukushima, Even shooting inside the plant on two occasions. I had sensitive contamination probes to measure possible contamination. Never an issue at all.

Wait for the payoff from the Nigerian prince and spend that money for your purchase.

You could save yourself a lot of time and energy by flushing your money down the toilet. Run as fast as you can from this deal, and don't stop running until the thought of buying this fantasy leaves your consciousness.

I’m not sure why you say this. I have purchased several lenses from the Ukraine via eBay and they have been totally satisfactory transactions. Have you personally had a bad experience??

I have bought a number of lenses from Eastern Europe and never had a problem.
