I no longer have Elements and when I did I had v.12.
So I looked up Vibrance in Adobe Elements 15 and it looks as though the command is not there. You could try the Basic panel of Camera Raw which is where it is in the full Photoshop.

Where ever your RGB Holograph is....it should be a slider under there - (PSE8) It was the only manual I bought....!

2nd post - if you go into curves you should be able to increase mid tones by altering the sine curve slightly.

The vibrance slider is in ACR. It shows up when you import a RAW file in PSE. You can also find it in LR.

If your image is RAW, Elements 15 will open to the RAW Converter and you will see the "vibrance" slider on the right hand side, second from the bottom. IF your image is a JPG, go to the File tab in the upper right hand corner and click on "Open in camera RAW" and your JPG image will take you to the RAW converter for you to get to "vibrance".

I have upgraded several times and nowuse V19 of Elements. Vibrance shows up when a RAW file is opened. Its at the bottom. HOWEVER if you only shoot JPG, you can go to file/open/open as RAW and you get the same adjustments as you would for a native RAW image. Elements works nearly the same except there is not as much METADATA to work with. As the commercial says ... we know a thing or two because we've seen a thing or two. Been using Photoshop elements since v 4.
