Most people are nice, but in a world of their own.
If a lot of people are walking in front of you, wave them on, even if they are ignoring you. Somebody further back will see how accommodating you are and will stop, and maybe stop others, while you get your shot.
Ask a stranger to keep a clear path for you while you take a shot. You would be surprised how many people will do it. I once asked a woman to help out while in Disney World. I didn't realize the kids standing to her left were all with her. They created a barricade that nobody was getting through. I took pictures of them all and sent them too her.
It's easy to get annoyed at strangers, but usually more rewarding by engaging them.

"Photo bombing" is a prevalent hobby. Many practitioners abound.
Many a$$holes are just bred that way. ie: I drive from LAX to Tahoe for a reunion. A$$hole BIL hears I'm getting up early to take sunrise shots. HE gets up early to "keep me company", basically nattering to me about "unnecessary" hobbies. The Sun starts peeking. Camera on tripod. shutter 1/30, Nikon clicker so I don't have to touch it. When I take @ 30, I go over to peep my doings- and BIL starts throwing rocks in the water. He says a little action will brighten up the scene. ?!?! I manage @ 20 more with the clicker- I'm 5 feet away from the camera, so he's not moving. We walk back, most folk are moving about, and he announces the right thing to do is for me to offer him 10% if I sell any of these.
Yup. Sure thing. A$$hole me accidentally deleted *every* picture of him and his wife.
We're in the middle of the selfish selfie generation. Celebs stopped most of the meet&greets here- some a$$hole will run up, cheek to cheek, FLASH!, run off. Bozo ho, fresh perfume and lipstick, runs up, plants one, FLASH!, runs off.
Websites are full of duckfaces and full booths in restrooms.
A$$hole steps in front- "I don't see it- what are you looking at?" "The good side of an a$$hole!"
This is LA; we'll get people jostling for selfies at crime and accident scenes.
Just accept there will be a$$holes, a large percentage, and learn to go around them.
Couple of years back there was a video circulating on the internet of some guy running around the Spanish Steps Rome and snapping selfie sticks with a set of bolt cutters. Legally it was probably vandalism, maybe even assault, but I found myself strangely sympathetic .

And aren’t you happy that you got to photograph Notre Dame before the disaster? I would treasure those photos. I hope you got good ones.

We can probably all sympathize. As others have said, this is prevalent behavior. When others are taking their photos, afterwards they look up and see me (with-or-without my camera) standing off to the side out of the way waiting for them to finish. They look at me like I have just grown a third eye.

I avoid places with tourists like the plague if wanting photos. I will go to tourist places knowing it is crowded, take a couple snapshots with everyone in them. Then just enjoy. Most every tourist trap is over shot anyway everyone has the same crap all over the internet.
Ramblings -
My daughter just came back from an Asian trip. She found it was half price to book a taxi for the day than to book a tour. She saw lots more at a slower pace.
I went to NY once and was waiting at the second lift on the Empire State. A couple pushed in front of us and took the last place in the lift, the lift attendant said he would be straight back. We had a discussion on our trip up. The attendant said the couple were German and for the 20 years he had been an attendant he said the Germans were the most impolite race on earth followed by the Dutch.
When in Asia (incl Japan) look them in the eye. An Asian will not normally misbehave if you are eyeballing them because they then cannot use the excuse "sorry I didn't see you".
Since I normally steer clear of any area that has boat people around I cannot comment about them but in any other areas the worst offenders are usually Americans who seem to feel that they are owed something so I find the above comments interesting.
My wife and I find that rudeness is exhibited mostly by tourists (all makes) who are not in their own country, BUT in their own country they are usually nice people so why anybody feels they have to throw their weight about outside their own borders is beyond us.

Many of the people on the cruise ships are Americans. But certainly not all and I've no evidence to suggest they are the culprits. There's also the short turnaround of the cruise ships often limited to the tides. And the fact that America generally has paths as wide as our roads. But none of that excuses bad manners.
We did a long U.S. tour a few years back and I never encountered the problem - or if I did it was significantly rare that I've long forgot about it, but I did notice it was a lot easier for people to walk around you if you were taking a shot.
Other than that I hope you had an enjoyable time.
Most tourist today are baby-boomers who where educated in social behaviour, just wait till the millennium hit the trail, it will make today’s behaviour feel like a gentle breeze, if I’d let myself loose I’d be writing from jail
After many years I have finished with cruising, my first cruise was with P&O and my final cruise was with Carnival, which was the worst one ever, the best were Fred Olsen and Azamara.
The problem with cruise ships is although they visit ports all over the world, you never, ever see the real country you are visiting. For example Rome and Venice are nice places but they are not the real Italy.
Fortunately I live in the UK so I can just get in my car and visit any where in Europe, in a few weeks we are going over for a month or so, and I will be seeing the real Europe, no tourists with cameras, no Chinese taking selfies, heaven.
