Affinity does it all. It develops raw in its Develop Persona and then supports layers, masking and all further tweaks in the Photo Persona. You can also use Photoshop plugins such as NIK and Topaz with Affinity. You can also set up other programs such as Aurora and Luminar to work as plugins for Affinity.
The online video tutorials are excellent and the Affinity Workbook is also an excellent learning tool.

I have used Affinity Photo for 2 years now and it is a comprehensive program with hundreds of videos on how to use its many many features. It supports layers, has a very good raw editor, can be easily used as a non-destructive editor so your original photos are in-tact. All this for about $49 one time. They provide free updates and it works with MAC , Windows 7 and Windows 10. A purchase you will not regret.
