Trying to remember the name of software..

It is a program I saw a little while ago.With it, you take a photo and tweak it into a watercolor and other techniques..It's not PSP, or PSE, or CS 5. It is a stand -alone program that produces some pretty cool results.
I am thinking of getting it for a young friend of mine who loves to tinker with PP.I want to read reviews so I can make a decision.

Thank you to all who replied. I have found a program that I am testing free for a bit.It's called "Dynamic Auto-Painter." It is pretty cool.
