I don't understand what the big flap is, The artist "built" /stacked the rocks and painted them. He didn't deface anything, well other than the surrounding landscape.

They look like undocumented immigrants in colorful native outfits, that made it over the border into the desert, and are marching towards civilization.
(I say undocumented, because why else would they be marching in the desert.)

Hey Jerry, I live in Vegas and travel by that place on I 15 every month or more often. They repaint that rock pile every so often as needed. It must have happened lately because I went by these yesterday and the rockpile was really bright. They use iridescent paint for the rocks something like International Orange as used in life rafts and so on. There is always a crowd of people these taking pictures with their cell phones. RFB
