Sure, no problem: You will need Photoshop and access to Ultra Fractals.
1. Extract your subject from the background. Use anything you want. Cars and trucks work great.
2. In photoshop, use the "poster edge" filter to give more "body" to your subject.
Now comes the tough part.... you have to create or find a fractal that works. I try for the simple ones in Ultra Fractal5.
4. Create 3 layers in PS. Use a fractal as the background at a reduced opacity. Have your main subject as the center layer with the top layer another fractal.
5. Double click on the top layer (a fractal) which will take you to the " Layer Style" pallet. Use the blending sliders at the bottom of the pallet to get the effect you like. You will probably have to use the blending sliders on the main subject layer to get the "layered" effect.Enjoy and if you have any question just message me.
